Maybe they mistook paper for rubber.
The other day I again found some pizza leftovers in pizza cartons in the recycling bin...
May be somebody will use them to run and collect papers:)

First, I thought it was an ice cream car.
Paper inside... outside does not matter...
Maybe a recycling-minded citizen who comes to dump paper will find a use for the wheeels.
